SURJ Sports Investment is a Saudi Arabia sports investor owned by the Public Investment Fund (PIF). It was established in August 2023 and launched in 2023, with Danny Townsend appointed CEO that year, a few months after launch. SURJ’s stated focus is Saudi Arabia and the wider MENA region, with a mission to develop and grow the sports sector and strengthen the country’s sports ecosystem. The playbook is deal-led. SURJ targets openings across sports investments, events hosting, and technology, and it has also been described as extending beyond sport into broadcasting and digital platforms. The strategy is presented as part of Saudi Vision 2030, linking investment activity to longer-term domestic economic and social impact.
The clearest signal of this “deal machine” approach is how SURJ mixes minority stakes, funding rounds, and new regional vehicles. Its CEO has overseen investments in Kings League, the Professional Fighters League (PFL), and the Professional Triathletes Organisation (PTO). In MMA, The Athletic reports that SURJ invested more than $100 million in the PFL in August 2023. Inside Saudi also ties SURJ to the 2024 launch of the PFL’s MENA championship. The same source says women’s participation in sport in Saudi Arabia has grown by almost 150% since 2015, and it highlights Hattan Alsaif as the first Saudi woman to join a global promotion.
Broadcast, Rights, and the Push to Own the Commercial Layer
SURJ’s most visible M&A-style move is in media distribution. The Athletic says SURJ acquired a 10 percent stake in DAZN in February 2025. Other reporting describes this as a reported $1 billion deal tied to creating DAZN MENA, positioned as an Arabic-first premium streaming platform and a joint venture partner. CityAM frames the DAZN relationship as enabling “end-to-end control of the fan experience,” spanning live broadcasts, interactive content, integrated e-commerce, and first-party fan data. This is a key M&A implication: rather than only buying teams or sponsoring events, SURJ is also buying access to the commercial rails that can package Saudi-based events for regional and global audiences.
Deal-making is also being used to shape formats and participation, not just viewership. Inside Saudi says SURJ announced a joint venture to bring Kings League, the digital-native seven-a-side football league founded by Gerard Piqué, to the region. On endurance sport, Inside Saudi says SURJ led a reported $40 million funding round in the PTO, while CityAM separately references a reported $20 million stake in the PTO. Across these transactions, SURJ appears to favor scalable formats and structures it can localize in Saudi Arabia and across MENA. It also signals an intent to back models that connect elite competition to broader sports and fitness participation.
Domestic ecosystem metrics and the rights agenda sit alongside criticism and governance questions. Townsend has acknowledged critics who describe Saudi sports projects as “sportswashing,” while arguing there is “genuine commitment” to social change domestically. A PwC Middle East sports outlook cited by Front Office Sports says sports has been integrated into girls’ school curriculum in Saudi Arabia and that more than 700,000 girls now participate in school soccer leagues. The same report cites a 195% increase in professional female athletes and a 56% increase in the number of women’s sports teams since 2021. Meanwhile, Townsend has said a key challenge is investing in a sport itself, including new companies that manage commercial rights, and Front Office Sports reports SURJ has held talks with World Athletics about investing in a new company to manage the sport’s commercial rights.
